    Good afternoon dear EMS members!

    I would like to initiate a discussion on the barriers to bystander action at times of emergency.

    By describing the scenario below I kindly  invite you to share your experience as EMS professionals and try to provide next steps to increase the number of individuals who take action.

    Consider the following scenario: A terrorist attack injures many hundreds of people in <5 min. The numbers of patients far exceeds the numbers of trained responders. Life threatening bleeding will kill many before trained responders can arrive. This scenario that has already occurred and it remains a future possibility.     Civil protection can create a registration record for First Aid Volunteer Groups. Civil protection with National Prehospital Centers must train and certify these groups on medical issues. In attack scenarios maybe can use these teams, not in the dangerous area of the crisis but back to help in transportation or in the second triage area
